EIS (Environmental Impact Statement)
An EIS is a requirement of the National Environmental Policy Act (NEPA) of 1969, which ensures a full and open evaluation of environmental issues and alternatives for major transportation projects that will receive federal funding. The Access to the Region’s Core (ARC) Draft Environmental Impact Statement (DEIS) built on findings of a Major Investment Study (MIS) conducted by NJ TRANSIT, the Metropolitan Transportation Authority (MTA), and the Port Authority of New York and New Jersey (PANYNJ). The MIS, completed in April 2003, identified and evaluated alternatives to provide additional trans-Hudson passenger access. The findings of the MIS serve as the foundation for the Environmental Impacts Statement (EIS).

The DEIS compiled an assessment of the proposed project’s effects on social, economic and environmental conditions. The DEIS was released on February 9, 2007 and public hearings were held in New Jersey on March 13th and 14th and in New York on March 27th.

SDEIS (Supplemental Draft Environmental Impact Statement)
The SDEIS documents refinements made to the Build Alternative described in the DEIS and related changes in social, environmental and economic impacts.

FEIS (Final Environmental Impact Statement)
The project team will prepare an FEIS to respond to comments from the DEIS as well as incorporate comments from the SDEIS. This final document will conclude the environmental review process.
The DEIS for the ARC project was prepared in accordance NEPA and will conform to Federal Transit Administration (FTA)/Federal Highway Administration regulations (23 CFR 771), policies, and guidelines implementing NEPA and Council on Environmental Quality (CEQ) regulations.

The DEIS is sponsored by NJ TRANSIT in partnership with the Port Authority of New York and New Jersey. NJ TRANSIT is conducting the study with the Federal Transit Administration serving as the lead federal agency
